This is my first ever attempt at writing a GA proposal, apologies if the lingo doesn’t roll off the tongue as easy as it does for the veterans out there.

Target Area: Safety
Strength: Mid
Goal: To create an international standard for traffic safety as it pertains to everyday life.

Acknowledging that the law enforcement agencies of World Assembly member nations work tirelessly to keep its citizen’s safe from any and all sources of crime and undue hardship.

Understanding that the safety of citizens also extends to the roads in which they drive on, be that highways or rural roads alike.

Ascertaining that the increase in road traffic in modern times has paved the way for a less safe roadway for all citizens. This can be due to driving while under the influence, cell phone usage, and increase of speed where it’s illegal.

Appalled by the lack of proper training observed within law enforcement agencies as it pertains to heavy traffic and traffic safety.

The Following are the rules and regulations all member nations’ law enforcement agencies must follow

Each law enforcement agent must complete a minimum one month course in traffic safety.

This course must include training on traffic zones and how to manage them, proper traffic flagging procedures, management of crash sites or other blocked roadways, how to direct traffic at a downed traffic light, radar gun use, proper ticketing procedures, and how to administer testing for impaired/drunk driving
Upon Completion of the course, the students will receive a certification verifying they can safely conduct traffic and have advance knowledge of traffic safety. This must be renewed at minimum every two years or they cannot work as a law enforcement officer.

The funding for these classes are to be provided by the member nations’ governments, ultimately coming from taxes on the general populace.

"Furthermore, we're appalled to see a foreign government trying to enforce budget changes on all member nations. We're particularly against this resolution and will continue to be if this article stays as is. Funding needs to be provided by the WA, since the WA wants this, not the individual governments."

OOC: Please understand that I’m new to this, I don’t know proper formatting yet I was looking for pointers. Also as I said I don’t know proper wording either. The funding thing was to make each member nation responsible for funding its own training but I see what you mean. I’ll redraft it and post it later.

Safety is not a category in itself; it is an area of effect of the Regulation category.

Makko Oko is wrong when he says that the operative clauses of resolutions must have "numbers or articles or letters." Crowheim/Titanne's two resolutions, GA#542 and GA#546, do not do anything of the sort. I am, however, confused at the fact that you have decided to bold the words "Each," "Upon Completion" and "The Funding" in your final three clauses; this treatment is typically reserved for words like "requires" or "suggests" that imply actions to be taken.

The requirement that funding for the training must come from "taxes on the general populace" may violate GA#17.

This proposal will require LEOs to engage in traffic safety training even if their nation does not have any cars. Why?

This was something I hadn’t considered when I drafted this (the nations without cars situation). Traffic safety is a subject I’m passionate about although my writing is amateur at best. Working on a redraft that I will post later today.
