Just FYI, legality etc. are OOC concepts and I write in OOC unless I mark it otherwise (Such as quotemarks or invoking my IC ambassador).
Short answer: No.

You're trying a very silly thing, which was why I pointed the way to the joke thread. There is simply no version of this resolution that is going to serve as an argument for repealing the two resolutions that block your path (Indeed, both are reinforced because they block garbage proposals like this one). So your only avenue is to change this resolution in such a way that you don't mandate states to let nuclear weapons fall into wrong (Here 'civilian') hands, and don't mandate changes to national policy on firearms and armaments. I.e. the core of what you want to do is blocked. The best way to move forward is to take the draft to the shredder (Which would mean changing the title from [Draft] to [Abandoned]). I would also suggest you take this as a learning experience. Think about what made you believe this was even a viable project, and reevaluate whether that line of reasoning is productive. Think about how you accidentally made the draft technically legal by making it not really do anything, because you made hasty edits. This resolution wasn't viable under the best of circumstances, but your own sloppy editing process will torpedo even potentially viable projects going forward, if you don't resolve to give your drafts the time and care they require. Think about how you take in feedback as well; if GenSec tells you a project is blocked, and GA regulars interpret your resolution as a joke, those are signs that you may be way off.
