[Draft] The Urban Transportation Act.

The World Assembly,

Horrified at the number of civilians killed or injured as a result of current transportation infrastructure and lifestyles in urban areas;

Astonished at how unsustainable current transportation and lifestyles are in urban areas; and,

Acknowledging that the WA reserves the power, ability, and opportunity to address these issues in urban settings;

Further agreeing to define the following, for the purposes of this resolution;
  1. Roadways: a surface that allows ground motor vehicles to move between two or more locations.
  2. Highways: a certain type of roadway that is designed to provide a direct link between two or more different major areas.
  3. Transit Corridors: a consolidation of one or more modes of transportation going between two set destinations.

Hereby adopts and agrees to the following;

  1. The Urban Transportation Safety Measures Agency (UTSMA) is to be established to perform and do the following:
    1. Promote financial incentives for more secure and safe roadway and highway transportation;
    2. Support financial incentives for improved alternative transportation infrastructure and transit corridors; and,
    3. Encourage engineering approaches to develop and implement for traffic calming solutions.
  2. To guarantee the safety and security of vulnerable road users, engineering approaches such as traffic calming measures, such as the following, must be encouraged:
    1. Well placed barriers, guard rails, speed bumps, medians, curbs, and other similar devices;
    2. Reducing lane width to urge vehicles to travel more slowly; and,
    3. Converting the slip lane into a standard 90-degree right-hand turn or making it narrower so cars must slow down to use it.
  3. To ensure the safety and security of the general public in urban areas, measures must be done to encourage and guarantee driver visibility and awareness are emphasized and understood, such as the following:
    1. Urging the restriction of people from parking within 25 feet of the corner of any roadway to improve driver visibility;
    2. Promoting on-street parking to be limited to daytime hours to improve driver visibility and reduce the number of cars on transit corridors; and,
    3. Encouraging member states to promote the use of seatbelts and to take appropriate safeguards and steps during storms and weather events due to seasonality shifts, as they see fit.
  4. To ensure that direct accidents caused by people in vehicles on highways and roadways (such as drinking and driving) are less common and may be avoided in the first place, the following should be urged:
    1. Further deterrence of drinking and driving by encouraging member states to implement appropriate and flexible punishments as they deem proper, such as DWI courts, automatic license revocation, license plate confiscation, ignition interlock device requirements, and car impoundment; and,
    2. Further deterrence of being on the phone while driving by encouraging member states to implement appropriate and flexible methods as they deem proper, such as encouraging people to put their phones in backseats while driving and imploring people to put their phones on 'Do Not Disturb' modes while driving. and incentivizing phone companies and app companies to create 'Car Modes' on phones that activate and block all engagements on the phone until they exit a vehicle.
  5. The following is to determine the distribution and guarantee that all member nations are able to fund or receive funding for the resolution to take effect:
    1. If a member state is unable to meet the mandates in this resolution due to a lack of funds or otherwise, as determined by the UTSMA, then such member state shall receive funding distributed by the General Assembly in order for this resolution to be effectively carried out.

"We aren't aware of what a 'slip lane' is and worry other governments are in the same predicament. You may want to define slip lanes as well Ambassador."

Further deterrence of being on the phone while driving by encouraging member states to implement appropriate and flexible methods as they deem proper, such as encouraging people to put their phones in backseats while driving, imploring people to put their phones on 'Do Not Disturb' modes while driving, and incentivizing phone companies and app companies to create 'Car Modes' on phones that activate and block all engagements on the phone until they exit a vehicle.

We think this because if you block a phone from being used in the car, even if they're not the driver or even if the car isn't moving. You can safely use a phone if you are the passenger or if the car is not moving, such as to make a call informing your employer that traffic will make you a little bit late. We disagree with the ambassador from Separatist Peoples to the extent that barely anything in the draft proposal constitutes a binding mandate on member states. We could support a more targeted resolution aimed directly at ensuring pedestrian safety but the current draft proposal is both overbroad and toothless.

Sorry for not responding. I have to say this much, this is a draft and it isn't fully complete. Me and two others are working on this. I appreciate the criticism and comments.
