I have and idea. how about we make a rule that well... the poor have to have a job to make money instead of the government giving them money.

This would be impossible and very inconsiderate to try and implement. Not only because it encourages governments to use their least successful and likely least advantaged citizens to turn THEM a profit rather than actually fulfilling the needs of their people but it doesn't really make sense since more often than not, the poorest work more than the richest all things considered
