[DISCARDED] International Art Gallery

Alright, this one is a reaaaaally rough draft, but an idea I’ve been workin on for a week or so and I figure at this point, the forums will be my best point of improvement! I really like the idea of having an international art gallery that can highlight the art from lots of WA nations as well as some kind of archive for people studying artwork from foreign states. This proposal hopefully achieves both of those! Without further ado…

International Art Gallery
Category: Education and Creativity | Area of Effect: Cultural


The World Assembly,

Applauding the rich artistic traditions of the World Assembly’s diverse multitude of member states,

Concerned, however, that cultural divides and a lack of international cooperation often lead to a lack of multicultural artistic knowledge,

Wishing to educate and inspire a new generation of artists among WA citizens by creating a public gallery of artwork from member states of all sizes, cultures, and histories,

Hereby:

Establishes the Artistic Retention Trusteeship (ART) with the task of creating, maintaining, and expanding two galleries:

  1. The Publicly Available International Net Treasury (PAINT), a public and easily available online repository with the purpose of documenting the artwork of member states. The ART must:
    1. Visit the public museums and galleries of all consenting member nations to photograph, audio/videotape, or otherwise record a digital display of all exhibited artworks within, except when:
      1. a nation would present a direct or indirect danger to any dispatched photographers or historians.
      2. Photographing or otherwise recording the artwork would damage or degrade the quality of the piece.
    2. Research and compose, to the best of their ability, a short historical or contextual explanation of each recorded artwork for study thereof.
    3. Publish all digital artwork displays on the PAINT website alongside any research done on the histories of the artworks.
    4. Establish an onsite channel for reporting mistakes done in research or origins of any artworks; All such reports must be investigated and changed accordingly.
    5. Ensure effective and adequate organization and working order of the PAINT, including searchable labelling of artwork by nation, artist, time period, collection, and any other labels deemed relevant by the ART.
  2. The Public Institution for the Exhibition of Craft Expertise (PIECE), a physical gallery with the purpose of presenting the greatest masterpieces of each member nation:
    1. The Office of Building Management must allocate a sufficiently accessible (to as many WA nations as possible) and sizable portion of land within international World Assembly territory for the purposes of building the PIECE.
    2. The ART must:
      1. Build and maintain the PIECE, accommodating adequate space for the volume of donated artworks and providing additional ability to expand as necessary for future donations to the gallery.
      2. Establish a system of outgoing loans with member state governments wherein governments may loan up to two pieces of artwork to the PIECE for a period of 3 years, choosing at the end of that period to either renew the loans on those pieces of artwork, exchange them with other pieces, or remove them entirely.
      3. Ensure that all artworks being loaned to the gallery are of a reasonable size, moral decency, and have not been illegally or immorally sourced. Additionally, to the best of its ability, consent must be ascertained by any living artists or creators of works being loaned to the PIECE.
      4. Conserve all active artworks in the PIECE, ensuring they are not damaged or altered during their time in the PIECE. If a piece becomes impossible to conserve for any reason, ART may cancel the outgoing loan and request another artwork from the originating nation.
      5. Create caption cards for all submitted artworks based on any information provided by donating member states, making sure to include the artists and countries of origin.

Encourages member states to expand art study programs to include foreign artwork and artistic technique as well as student exchange programs to other WA member states.

      1. Build and maintain the IGA, making sure to accommodate space and provide adequate expansion for future donations to the gallery.
      2. Establish a system of outgoing loans with member state governments wherein said governments may loan up to two pieces of artwork to the IGA for a period of 3 years, choosing at the end of that period to either renew the loans on those pieces of artwork, exchange them with other pieces, or remove them entirely.     2. The ART must:
      1. Build and maintain the GWAAG, making sure to accommodate space and constant expansion for member states that wish to donate artwork to the gallery.
      2. Collect a maximum of two donated artworks from member states that wish to donate said artwork to the GWAAG. The ART must ensure those artworks are of a reasonable size and moral decency.
      3. Create caption cards for all submitted artworks based on the information provided by donating member states, making sure to include the artist and country of origin.

OOC: Without googling, name two well-known Finnish works of art and their signifigance to you.

If you cannot and if they hold no signifigance to you, why should someone from a different universe care about somone else's nation's art? If they are interested, I'm fairly sure they could ask for pics of them already.

The idea is to encourage knowledge of other nations through art. No such thing really exists irl, but I think it would be cool to have such a hub of cultural sharing and a place where you can go to explore other cultures through their art. This is purely a resolution to preserve and share culture that would not otherwise be shared!

It’s sort of in the same way that reading literature can introduce you to ideas you never would have explored on your own. If you go to the gallery, you might find yourself exploring a culture you never otherwise would have explored. Maybe I would learn something about Finnish artwork that I never would have known otherwise.

Without Googling, name the entire permanent collection of the NY Metropolitan Museum of Art. Whoops, you can't? Oh, I guess we should just demolish it.

Between the tens of thousands of member nations and presumably massive amounts of art present in each nation, it seems insane to require that every single piece of art be documented, regardless of merit. While we here at Morover greatly value cultural enrichment programs such as this, we cannot justify the draining of World Assembly funds towards the payment of photographers to photograph even the most infinitesimal or insignificant of artworks."

I believe that our Ministers and our people will greatly appreciate this idea, and will definitely vote for this to become a resolution. I support this draft myself personally, though i also believe this might be an insanely tiring task for all parties involved, especially The World Assembly. Nonetheless, I will send the complete draft to our ministers for a proper review as soon as possible.

I don’t disagree, I’ll think on it! Maybe some sort of limit on artworks from nations, or have those nations photograph themselves?

You have “lack” here twice, maybe use another word for one instance.

I think it would be easier to educate and inspire a new generation of artists rather than artwork.

Because the resolution later establishes two galleries, I’d suggest using a word other than gallery here, like institution. Title of the resolution could be due for an update as well.

This might just be me, but large and small flows better than big and small.

This does seem to have a bias towards, for lack of a better word, mainstream art. I understand this helps to avoid making this effort overly arduous, but it would exclude sculptural monuments and other outdoor standalone pieces.
Also more and more digital and experiential artworks are making their way into museums, from installations to films and even running software. Maybe photography is enough for the online gallery to act as a reference, but video and even virtual reality could really push this to more holistically capture these types of pieces.

What would research, recording and publishing the history/origins be for? If you’re just wanting to record and verify provenance, this could be more succinct.

As noble as this is, I doubt many nations would donate their best masterpieces (sometimes even their best masterpieces would be in a museum within another nation like the Mona Lisa). Factors like national pride and tourism would seriously hamper the goals of the IGD if these pieces are to become a permanent collection within the gallery. Outgoing loans are a significant part of cultural enrichment programs that art galleries utilise. A section of the resolution could be written to work within this framework allowing for a more diverse featuring from each nation while keeping it at two per nation, and more importantly leveraging nations’ trust in the WA to curate an impressive collection.

I had some hesitations about the need to gatekeep moral decency, but I realised a method to decline criminal pieces is necessary.

Member states are encouraged to expand art study programs to include foreign artwork and artistic technique as well as student exchange programs to other WA member states.

I would pluralise artwork and technique here.

The idea of an international art gallery is not bad, on the contrary, I think it is an excellent idea.

But, honestly, neither the World Assembly nor the Security Council could manage to supervise every work that enters and leaves the gallery.

If you really want to create an international art gallery, it is necessary to create a security system, a system for monitoring the entry and exit of people and, above all, guarantee the safety and integrity of the works of art that will be donated for exhibition.

I solidly agree with most of this (Thanks Fang!) and a new draft will be posted at the wonderfully specific point in which I have the time to completely rewrite this proposal :p

Very long overdue draft update, but here is draft 3. The major changes include:
  • The addition of Fhaengshia as co-author for their help with... pretty much all the other major changes.
  • Methods of recording artworks for the IOAR have been expanded to include artworks that don't fit in the area of simple photography.
  • History clause has been more fully expanded on.
  • Everything with the IGD (now the IGA) has been pretty much overhauled and refinished. It now works on a set of outgoing loans and ART is required to help conserve artworks while they're under their care.

There's really only one thing I still really want to add to this draft and that's some way to feature a larger selection of one nation's artwork every day in the IGA (sort of like the daily region feature thing on NS). I wanted to try to do it in AR but I have this terrible problem called "I know absolutely nothing about AR and therefore have no idea how that would work on even a fundamental level".

Anyway, if ya'll have ideas on that or anything at all, lmk!

You offer an acronym for "The Office of Building Management" without ever using it again.

Why can "nations that present a direct or indirect danger to any dispatched photographers or historians" not offer digitised pieces of art to the IOAR themselves and leave it to the ART gnomes in their perfectly safe and functional offices to do the rest?

First two fixed, third my issue would be essentially, how can you then confirm that the art they've digitally offered to you is even theirs at that point? Or real at all? That was why I didn't have member states document their artworks themself is because that would open up a lot of doors to art fraud.
