I am assuming capitalism here. I haven't thought through what the system would look like where there is no private enterprise.

Never said that was the solution. In the replacement, it's less of a division between 49 and 50 and more of a scale, where the 50th worker makes businesses responsible for 1% of compensation, and each additional worker is 1% more.
You'd still run into the same problem. But that employee "cap" varies, and the difference between one level and another isn't 0% to 100%, it's n% to n+1%. That isn't much of a barrier for a lot of businesses, while 0 to 100 is far harder to manage.
