Defining "Ceased to Exist" as a nation that has not had their leader do any of their duties of governance in four weeks, or sixty days if the leader failed to return from their vacation in time;
Saddened that once any nation ceases to exist, their citizens inexplicably disappear, causing millions and in rare situations billions of deaths, which is a horrible tragedy and loss of sentient life;
Surprised that there is no mandate in the General Assembly to remember the tragic losses of ceased to exist nations and to remember and reflect on their cultures, traditions, governments, and more unique characteristics about their nations;
Reminding the General Assembly that very often, there will be diasporas of former citizens of ceased to exist nations that happened to be outside of the country at the time of collapse, and that they will very likely not have permanent residence authorization in the country they are staying in, and are effectively stranded without any benefits of full citizenship anywhere;
Hereby:
- Mandates that all nations immediately communicate with embassy staff from the ceased to exist nations to notify them of their stranded peoples and communicate with them to assist them with gaining citizenship in their new country, learning information and language about their new country, and notify their citizens of the loss of their own country;
- Mandates that governments either give citizenship or temporary residence lasting at least five years to stranded peoples;
- Mandates that all flags on property of the ceased-to-exist nations be put at half staff at the day of the collapse to honor their legacy;
- And strongly recommends that nations with strong diasporas of former citizens work to educate the citizens of their own country, and coordinate cultural events revolving around their old country.
