[DRAFT] Native Citizens Recognition Act

The general assembly,

Praising past efforts to recognize colonized or oppressed groups,

Believing that these efforts have not done enough to educate people about said groups,

Dismayed that many modern nations have oppressed the natives in the areas where countries were established,

Shocked that several countries honor the colonizers who founded their country, but pay no mind to the natives who were often enslaved, tortured, or killed by those colonizers,

Believing that the natives who first inhabited areas play a vastly important role in the history of their lands,

Hereby mandates that all world assembly members dedicate 1 day of each year to the natives of their territory.

Hi Jackalopetopia! First, the positives. I think that you have a clear and solid understanding of preambulatory and operative clauses. The structure and style of your resolution is a great starting point. So well done on that!

Now, with regards to the content, I don't readily see how this is an international issue warranting World Assembly legislation. It is definitely an important issue, but as your resolution is currently angled, it very much seems to be more fitting of national legislation. Also, keep in mind that not every nation has a history of colonization and native oppression.

If this is a topic that you are passionate about, I would recommend that you research issues and obstacles facing native inhabitants. Try to identify issues that are faced by natives globally. And then I would try to write legislation to address that. Just make sure that it does not run into any existing legislation (can be found here by topic: viewtopic.php?f=9&t=381752#p29129941). If you want to brainstorm some ideas or need any help, I am more than happy to assist.

It seems we could fulfill this mandate simply by telling calendar manufacturers that the 12th of Fructidor is to be marked as First Inhabitants' Day, pat ourselves on the back, and hit the pub. If this is to be a resolution mandating education of the history of cultures and their subjugation and resistance by and to colonial empires, then you need to spell such mandates out explicitly. Otherwise this is simply meaningless."

OOC: This is fairly meaningless for nations where the majority group in the population is the "native" group (and has rights at least equal to those of any later-arrived group).
But, anyway, I suggest inserting the words "at least" between the "dedicate" & the "1 day of each year to the natives of their territory".
