The General Assembly,
Applauding previous efforts to outlaw the bombing of medical facilities,
Believing that these protections should extend to other civilian structures,
Dismayed that there exists no resolution to prevent aggressive generals from bombarding hundreds or even thousands of innocents,
Defines, for the purposes of this resolution:
[Tab=]1. A "city" as any area that has an area of at least 5 square miles, as well as a population density of no less than 1,000 people for each square mile.[/Tab]
[Tab=]2. "Heavy machinery" as a tank, artillery gun, railgun, anti aircraft gun, or anti tank gun.[/Tab]
Hereby:
[Tab=]1. Outlaws any heavy machine or plane firing on a city.[/Tab]
[Tab=]2. Outlaws the laying of mines in a city.[/Tab]
[Tab=]3. Outlaws the shooting of large groups of innocent civilians.[/Tab]
[Tab=]4. Provides exceptions to the previous three rules for the defending army.[/Tab]
[Tab=]5. Strongly urges any nation in conflict with a nation unwilling to follow the rules laid out in this resolution to evacuate their citizens from any city that is attacked.[/Tab]
