You should definitely allow more than three days just for people to have a chance to read over your proposal and give feedback. You also don't need to bump this so frequently.

At a glance, clauses 3C, 3H, and 3I need to not be first person and 3I should be before (or merged with) 3G. I'm also not sure if you intended 3G to be optional. That's just simple structural stuff -- I don't have time right now to get into the policy questions.

This has been an OOC post.

OOC: Okay, what if an aircraft dumps out emissions whilst on the ground? The Act only says 'during flight, takeoff, landing, or taxiing'. Should we account for that as well?

If smaller nations cannot retire aircraft because- say, they are dependent on the airline industry/tourism/they cannot afford/etc, should we hand out funds to support them?

For 3H, you say the Green Airline Award will be handed out by, the 'airline(s) that contributes the most to the cause of the department', and then you say, 'we will judge by how many flights the airline has made with "Certified Green" aircraft'. Will the criteria include both?

And finally, for 1, does it take into account lighter-than-air aircraft, i.e aerostats?

Just doing some constructive criticism here, I like the general idea though!

Taxiing is when a aircraft is on the ground and moving. Or do you mean like when its at a terminal?

I would also add if this would ban the practice of dumping fuel, which would cause safety concerns during emergencies if a plane really needed to land and has to cut down on its overall weight.

When it's not moving, so yes, at a terminal or in a hangar.
