At a first pass, I’d recommend reading through some previous resolutions to see the general style of writing. Proposals should be written as if they’re the actual statute that goes into law, with a short preamble at the start justifying your reasoning for the proposal. I’d also recommend reading through the previous resolutions that touch on this topic to make sure it isn’t already covered or contradicts them. Someone else more familiar with previous legislation will probably come along and give you more detail.

If it stays as is, I’d recommend dropping the “section 1” bit, as you only have 1 section in total. I’d also recommend cleaning up the formatting, capitalisation and grammar, as it’s a bit of a mess atm. The proposal should be also be written from the perspective of the GA, not the country submitting it. Drop the last 4 paragraphs completely.

Lastly, this is a very brief and vague proposal. If this topic isn’t already covered by a previous resolution, you should go into further specifics, as it’s terminally vague (to borrow a phrase from a learned colleague).

I’d recommend withdrawing the proposal and seeking a lot of feedback on this thread first before resubmitting once it’s been rewritten.

OOC: Proposals must be written from the viewpoint of the W.A. as a whole, so you need to drop all use of first person singular. In order to comply with the rule against Branding you also need to drop all references to your nation.
Proposals must be written as the laws that they would become if passed, so you need to replace all use of future tense (e.g. "this will lower") with present tense and turn those into instructions to the member nations (e.g. "this mandates that member nations must"),
You need to insert a disclaimer that this applies only subject to any limitations set by earlier resolutions that are still in effect, because without that line the proposal would be illegal for Contradiction of at least one existing resolution that sets specific limits for taxes/tariffs on certain goods. This disclaimer, when used, normally precedes the operative clauses.

Also, "lower" and "lower or revoke" are too vague: Member Nations could just reduce those taxes/tariffs by only a miniscule fraction (say, for example, a thousandth of one percent) and be legally in full compliance with this law... which presumably isn't what you intend.
The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.
