All WA nations should develop a national plan for preserving the environment
or should they follow a non-binding international plan, born out of a WA resolution?

I believe you need to have an English title, as well as an actual draft. Also, that kind of legislation would be illegal.

The G.A. has already passed a number of binding resolutions on various aspects of environmental protection.
There is a searchable thread of all (except sometimes, perhaps, the latest few) passed G.A. resolutions
