The World Assembly,
Believing that nations should attempt to include as many voters as possible in their elections,
Recognizing that many people may find it difficult to reach polling stations during elections,
Further recognizing that voting by mail may be the only way these people are able to participate in elections.
Dismayed that many nations disallow voting by mail as a means to try to prevent certain groups from voting,
Observing that ballots sent by mail do not carry an increased chance of fraud,
Mandates:
1. Governments must provide mail ballots to all citizens.
2. Governments must also provide the stamps necessary to mail the ballots to a polling station.
3. Ballots must include the ability to vote for any candidate.
