Here's a draft for a space exploration resolution I am working on. This is my first ever resolution so any feedback would be greatly appreciated and I am willing to take on a co-author for later drafts since I am trying to learn how to better my resolution writing
.The World Assembly

Aware of the importance in scientific discovery that space exploration provides

Acknowledging the fact that many WA member states do not have the resources to invest in their own space exploration programs

Acknowledging that WA member states that do not have a space exploration program can be in a disadvantage in the future when the findings of such exploration becomes important to the advancement and survival of the human race

Understanding that international cooperation in space exploration could lead to great bounds being made in the scientific discovery associated with space exploration
Defines space exploration as the exploration of the planets and solar systems that exist outside of our inhabitant planet’s atmosphere

Hereby establishes the World Assembly Space Exploration Coalition (WASEC) to coordinate international cooperation in space Exploration

The goals of WASEC are
1. Promote cooperation over competition in space exploration
2. Incorporate all willing WA member states as members of the coalition, no matter the status or lack thereof of there existing space programs
3. Coordinate the cooperation of of these member states space programs
4. Help establish new space programs in willing WA member states who currently do not have a program of their own
5.Coordinate the establishment of multiple international space stations to be used by its member states for the purposes of space exploration
6.Prohibit the use of space exploration for military purposes by WA member states
7.Promote the education of sciences in all WA member states

The WASEC shall be organized as such
1.Board of Governors which will consist of the heads of the space programs of each WASEC member state and be led by the Premier Governor, who is chosen by the board of governors and serves for a single term of two years. The Board of governors duties are to oversee all operations of the WASEC
2.The Board of Scientists which will consist of each nations top five scientists and will be headed by the governor of science, who will be chosen by the board of governors and will serve for a single term of five years and will be allowed a seat in the board of governors. The duties of the Board of Scientists will to oversee the scientific projects and cooperation of all WASEC member state’s space programs
3.The Board of Engineers will consist of each nation’s top five engineers and be headed by the governor of engineers who will be chosen by the board of governors and will serve for a single term of five years and will be allowed a seat in the board of governors. The duties of the Board of Engineers will be to oversee the engineering projects and cooperation of all WASEC member state’s space programs
4.The International Astronaut Training Academy (IATA) will train astronaut candidates from all WASEC member states. The IATA will be headed by the Academy Governor who will be chosen by the Board of Governors for a single term of ten years and will be allowed a seat on the Board of Governors
The WASEC will have forbidden behaviors, which partaking in the listed behavior will result in expulsion from the WASEC
1.The use of space exploration and discovery for military purposes is strictly forbidden among WASEC member states
2.The withholding of information vital to space exploration and discovery is strictly forbidden among WASEC member states

With the goal of advancing space exploration and discovery, the World Assembly hereby establishes the World Assembly Space Exploration Coalition

Ok, so a couple of things by this stage;

  • To start with have a look at the pinned threads, every resolution needs a category and an effect from the pre defined ones, your resolution then fits into those based on what it does or what it affects.
  • This one's silly, but relevant kind of, don't presume every nation is at the RL timeline, we may now imagine that space is an amazing discovery, some space nation wanker might throw his nose in the air at you, be prepared for that

Acknowledging the fact that many WA member states do not have the resources to invest in their own space exploration programs

Acknowledging that WA member states that do not have a space exploration program can be in a disadvantage in the future when the findings of such exploration becomes important to the advancement and survival of the human race


Second thing, in addition to presuming where every nation is in their development, don't presume they're human, some of my favorite nations on this site are not populated by humans.

When you establish a committee, always ask, do we need another one?

The WASEC shall be organized as such
1.Board of Governors which will consist of the heads of the space programs of each WASEC member state and be led by the Premier Governor, who is chosen by the board of governors and serves for a single term of two years. The Board of governors duties are to oversee all operations of the WASEC
2.The Board of Scientists which will consist of each nations top five scientists and will be headed by the governor of science, who will be chosen by the board of governors and will serve for a single term of five years and will be allowed a seat in the board of governors. Not going into depth on this, couple of notes, committee's aren't real, as such, going into this much detail about who sits and for how long etc, is a moot point. It's not needed and likely not relevant. Second thing, and I'm not sure this piece does it, but it may actually exceed the character count which brings me to my third. No fluff, all fact. Don't make it look and soundy wordy to be wordy. A resolution should do more than just establish a committee, it should have teeth, a purpose, a goal and if necessary a mechanism to make it happen.

Don't allow this to discourage you, this is how we learn. Try reading some past resolutions and debates. You'll get there

Illegal for Optionality/Selectivity... Proposals must apply (at least in theory, with the obvious exceptions such as ones about coasts being irrelevant to landlocked nations) to all of the WA's members. Maybe you could say "All WA member states' space programmes', which would effectively exclude nations that don't have such programmes, but I'm only speaking for myself rather than for GenSec as a whole here.

Illegal under the rules on WA committees: They are staffed automatically by WA personnel, rather than by national representatives, and all that you can specify is that those personnel must have relevant expertise.

See my earlier comment about Optionality/Selectivity: You couldn't expel interested member nations... but making active participation in WAESC activities (including information-sharing) dependent on following WAESC's rules would be fine.

OOC: Leaving aside the probable reaction of those member nations that already have armed spacecraft if you try insisting that those must be disarmed, there'd be an arguable contradiction of G.A. Res#20 because you'd be removing (or, at least, greatly reducing) their ability to suppress international space pirates...
