OOC: I think it squeaks by, since the complaints given here are valid arguments that people or lobbyists might actually use. The war between city buses and cyclists is no fuckin' joke where I'm from. For simple transportation safety reasons, it would actually be not a terrible idea to ban either private cars or bicycles from dense urban areas; for pollution reasons I would pick cars, but some member nations might not.
