[DRAFT] Improving Safety in Amusement/Theme Parks

Hello! This is a new piece of legislation I have made regarding amusement/theme parks. Feel free to leave some comments, and take a look! Let the drafting process begin!

Regulation: Consumer Protection

The World Assembly,

Aware of the danger that amusement/theme parks, and their rides can bring when unmaintained and run by unruly or incompatent staff,

Seeking to prevent such problems by requiring frequent inspections,

Wishing that nations create a safe environment for all patrons to have the maximum amount of fun within a park without ignoring safety,

Hereby,

1. For this purposes of this resolution, defines:
  1. An amusement/theme park (or park) as a commercially operated enterprise that offers rides, games, and other forms of entertainment.
  2. A ride as a device used to entertain patrons,
  3. An operator as a person or persons that run rides for patrons,
  4. An manufacturer as the group responsible for the making of rides or other equipment;

2. Requires that all amusement/theme parks:
  1. When designing the park to have:
    1. Clearance around rides that meet or exceed the manufacturer's recommendations,
    2. Walkways that are wide, unobstructed, and open at each end,
    3. The prevention of intermingling water lines and electrical lines,
    4. Adequate containers for trash,
    5. Engines and/or motors that are a minimum of 5 feet from an air-supported structure that are guarded or fenced to prevent patron exposure or access,
    6. Chains, bars, gates or similar devices to direct and control patrons in a line,
    7. To have rides set on properly designed and constructed foundations,
    8. Have rides secured to foundations in a manner to prevent shifting, tipping, swaying or erratic motion;

3. Additionally requires that:
  1. The operator to inspect and maintain:
    1. All air and gas compressors, tanks, and piping,
    2. Mechanical devices such as rollers, brakes, controls, or other devices that come into contact with the wire/rope,
    3. Gears to keep them properly aligned and in good repair,
    4. Hydraulic systems for leaks and damage,
    5. Patron restraint systems for malfunctions and damage,
    6. Wires and that they are not damaged or broken,
    7. Wood components for deterioration, cracks or fractures.
    8. Fasteners such as nails and bolts for tightness and deterioration.
    9. Brakes for deterioration,
  2. The operator is to ensure that components are:
    1. Pursuant to the manufacturers recommendations,
    2. Replaced in the discovery of damage, or deterioration,
  3. The operator is to also test rides when:
    1. There is a malfunction or accident,
    2. It is required by the manufacturer;

4. Demands that when the park is in operation:
  1. The park shall provide a sufficient number of competent, trained workers, who shall be recognizable by their uniforms,
  2. Rides shall have continuous, direct supervision by operators while in use by a patron,
  3. Each operator shall be at least 18 years of age,
  4. An operator shall have control of the ride when it is in operation,
  5. When a ride is shut down, provision shall be made to prevent unauthorized operation,
  6. When an operator does not have a clear view of the point where passengers are loaded or unloaded, signal systems shall be provided and utilized for controlling, starting and stopping the ride and:
    1. Signal systems shall be tested each day prior to operation of the ride,
  7. An operator shall not load a ride beyond its rated capacity nor operate the ride at a speed other than that prescribed by the manufacturer,
  8. Each ride has an emergency stop system to cease operation;

5. Requires that for patrons:
  1. A notice is posted on rides listing the dangers and warnings of possible medical problems the ride can induce,
  2. A notice is posted on rides detailing the minimum and if needed maximum height requirements,
  3. Medical or first-aid provisions are available,
  4. The operator has planned for a prompt retrieval of patrons from rides that will not or cannot operate;

6. Requires that the patrons:
  1. Are attentive to warnings or requirements given by the operator,
  2. Follow the rules given by the operator,
  3. Adhere to height requirements on rides;

7. Requires that the park:
  1. If a patron becomes unruly or violent to:
    1. Eject or remove the patron from the premises,
  2. During a lightning storm, high wind storm, severe storm warning, fire, or when violence, riot or civil disturbance occurs or threatens the park to:
    1. Unload or evacuate patrons from a ride,
    2. Shut down and secure the ride immediately.
    3. Not resume operation until the situation has returned to a normal safe operating condition.

"It is not in the WA's interest to meddle in local laws, deciding for leaders and the general public what to do, what clothes to wear or when to cross the street. It is in the WA's interests to instead enact laws for the world to follow so that various countries won't run the world into a state of pseudo-anarchy."

I have heard backlash about this. Even if it has very little international utility, states would be concerned about tourists. That is the only reasonable explanation. Do you think that this can still be done if edited?

"States do not care about tourist safety to the point of standardizing local safety laws. Most parks do not attract significant foreign clientele. Where parks do, the states with the vested interest in pursuing justice and regulation for violations of safety protocols are the states in which the parks reside. This is not a strong defense."

I don't think it's really in the realm of the WA to solve this. Better left to the local/state authorities in this case.
In solidarity with Ukraine, I will be censoring the letters Z and V from my signature.
