[DRAFT] The Mock World Assembly Program

The Mock World Assembly Program

The World Assembly,

Recognizing the importance of education, especially in regard to the political process;

Understanding that exposure of government institutions to the youth encourages political participation and active citizenship;

Noting the diplomatic value of students from various World Assembly member nations coming together to discuss promising change in the world,

Hereby establishes The Mock World Assembly Program through the following parameters:

  1. The Office of Education Exchange shall organize and conduct at least one session of The Mock World Assembly Program annually.

  2. Session(s) shall take place in the deliberative chambers of The World Assembly including both The General Assembly and The Security Council.

  3. Each session shall consist of both a General Assembly and Security Council component.

  4. Member nations are to create a set criteria by which its student representatives are to be chosen whether that be by the holding of a mock government event, an application process, or some objective and unchanging criteria that is available to applicants before the beginning of the deliberation process.

  5. Each member nation shall send no more than two student representatives who are below the age of majority in that nation but no lower than twelve years of age.

  6. A session may last no fewer than two days and no greater than seven days.

  7. The Office of Building Management shall schedule a proper time for each session so that no official business of The Word Assembly may be scheduled at the same dates or times as the mock session.

  8. All funds required to host the session including the arrangement of student housing, travel, and meals will be drawn from the World Assembly General Fund.

We had one of these before.
It didn't last for very long before getting repealed.

I would say that the focus of this program is different from the original. My version creates an international event of the affair instead of simply encouraging mock WAs in various countries. Nations have olympics or world fairs all the time to inspire unity and cooperation, and I think a yearly event that brings the youth of each nation together to ponder positive policy is just as capable if not better at accomplishing the unity and dialogue I believe the WA stands for.

Add in the Texkentuck would like to fund for students to attend a real state dinner and to fly from the mock World Assembly for a real state dinner in Dominion Square of Capitalist bloc. President Schirkophf will give each student a memento of the visit and will fund for each student to get a scholarship to any Texkentuck College the student is able to attend. Add in the Texkentuck government will give 1 billion NSD to pay for expenses and donation to the WA to do what they like with the cash from the Texkentuck Government. Texkentuck isn't a member of the WA but we do encourage for students to understand the function of government. Also we can offer a tour of the UCCR HQ to the students. Please add into the proposal.

We will have a discussion to students about how the WA is a good tool for Texkentuck to use to coordinate order and express views for a better world. Also give students more of a real insite of another view it's technically at the end of the day about being a force to convey power and world order. Students will stay here and spend a week after the Mock WA to tour Dominion Square and attend the State Dinner in which nations from the WA are invited. Students will be able to speak on a personal level with ambassadors and possibly world leaders. The Texkentuck Government will fund dinner attire for students to keep.

Uh, this is completely unrelated and out of left field. Additionally even if the author would want to add any of that, it would make the proposal illegal for the ridiculous amount of branding.

Anyway, to address the OP, ahem

IC: Delegate Manhu Sentai Laogai tilted his head in confusion, reading over the proposal numerous times. Finally, he said, "So, Ambassador, I just have one question: why should I care? By all means, education is an important facet of understanding the multidimensional world government that is present here, but I don't fully understand why this needs to be an international effort mandated by all member states. By all means, Vao children may find the activity enjoyable, but does this necessitate critical funds, which could instead be directed towards feeding them instead of making an extracurricular activity? We find the idea noble and good, but perhaps not suitable for being on the international stage."

Our government understands all too well that it's hard to imagine an assembly of nations so much so out for World Order wouldn't want for a great deal added in by our government.....But above all education to the youth in how this government operates is important. Your nation calls it ridiculous branding....Well your nation could just as easy brand something too with this proposal..... I think this proposal is epic and could be way beyond anything imaginably passed by the WA. The most Loyal Catholic Union of the Castle Federation should add my nation into the proposal and any other nation that would like to contribute in "branding" just calling it what it is.......We have to educate the youth on the important of the WA and what an opportunity for the WA to turn down for the youth to go to an actual state dinner....

Also there isn't anything illegal about adding in nations into a proposal....This is Castle Federations proposal and it would bring my nation joy to be in a great proposal and hope your nation joins in the proposal too....

Would your nation like to brand in a program for the youth and promotion of your great nation of Tsaivao ? :clap:

Hereby establishes The Mock World Assembly Program through the following parameters:

OOC: Why? If the point is education, exactly how does this thing force nations to raise educational funding significantly?

The Office of Education Exchange shall organize and conduct at least one session of The Mock World Assembly Program annually.

IC: "Does this office pre-exist? If not, you should create it before you give it things to do. Also, why annually?"

Session(s) shall take place in the deliberative chambers of The World Assembly including both The General Assembly and The Security Council.

OOC: Illegal for metagaming to mention SC. Also, what is a "deliberative chamber"?

IC: "And why, pray tell, should the minors be subjected to the debauchery of the diplomats sent here? Especially considering these halls are a kind of no-one's-land where only the World Assembly's resolutions apply as law. Which do not, currently, criminalize murder, for example. And that is beyond people simply becoming irredeemably lost on these premises. Long-lost ambassadors keep turning up all the time."

Each session shall consist of both a General Assembly and Security Council component.

OOC: Still illegal to mention SC.

Member nations are to create a set criteria by which its student representatives are to be chosen whether that be by the holding of a mock government event, an application process, or some objective and unchanging criteria that is available to applicants before the beginning of the deliberation process.

IC: "And if no student passes or surpasses the criteria, or none volunteer for the position, then the nation must kidnap and send out of its borders a pair of students against their will and knowing they do not meet the criteria? I am not certain that is the kind of education you want to give children about the World Assembly."

Each member nation shall send no more than two student representatives who are below the age of majority in that nation but no lower than twelve years of age.

IC: "I am a nation of one. Any residing within territories I own, are there as guests, not as citizens. Should I send two bodies just for the novelty fun of speaking in unison? Though such bodies would be less than your arbitrart number of years old, they would still be me, and I am a legal adult. The arbitrary time limit may also create an impossibility, if the nation's age of majority is twelve or lower. Not all species mature at the same rate, nor are all planets' years the approximate same length."

OOC: Seriously, arbitrary age limits are not a good thing. And as pointed out in the IC comment for the previous bit, what if there are no volunteers? Kidnapping and unlawful imprisonment, sending minors outside of the nation's jurisdiction without permission from them or their guardians... I'm quite sure that would violate more than one resolution and it would in any case most certainly violate common sense.

A session may last no fewer than two days and no greater than seven days.

IC: "Why? If they are meant to be an education into... actually, what are the sessions meant to be an education of? There are no mentions of what the sessions are supposed to consist of, or what the students are meant to be doing. I find that somewhat disturbing, especially with the requirement to send possibly unwilling minors onto these excursions, and quite likely without any supervision. At least I see no mention of any supervision. That is just a disaster waiting to happen."

IC: "By which sensibility should the legitimate business of the General Assembly be brought to a halt for a minors' booze party? Because let's be honest, without any supervision and free access to the Strangers' Bar, that is what is going to happen."

All funds required to host the session including the arrangement of student housing, travel, and meals will be drawn from the World Assembly General Fund.

IC: "Why? And what in any of this significantly raises the educational spending of the member nations? Even if they were to send their students to learn how to be irresponsibly stupid with aliens in the Headquarters at their own expense, that still wouldn't - hopefully! - put much of a dent in most nations' educational budgets. But with the General Fund being the source of money, this does absolutely nothing for either the education of the children kidnapped for this madness, or the educational spending of the member nations. All it does, is to create a booze cruise for underaged children, some of whom might not be present voluntarily, and disrupts the workings of the booze cruise that is the General Assembly, for no reason discernible."

OOC: Also, even ignoring the availability of booze and drugs in the WAHQ, just having children/teenagers interacting without supervision for several days is a bad idea.
