Seeking to reaffirm the principles of Article 5b of GA#5 that development aid should not be used to further sapient suffering, the General Assembly hereby:

1. forbids donors of development aid from tying its use to the perpetuation of armed conflict, and recipients of such aid from using it to perpetuate armed conflict, and
2. urges recipients of development aid to use it for its specified purpose and for the benefit of as many of their inhabitants as possible.

1. tasks the International Humanitarian Aid Coordination Committee with collecting and publishing accurate data on gross domestic product (in total and per capita), gross national income, and government revenues from every member state every year, and using this data to determine whether each member state should be categorised as EITHER a more economically developed member (MEDM) OR a less economically developed member (LEDM), and
2. requires all MEDMs to reserve on an annual basis 0.7% of their gross national income or 2% of their government revenue, whichever is lower, for development aid to LEDMs, and
3. forbids donors of that aid described in Article b from tying its use to the perpetuation of armed conflict, and recipients of such aid from using it to perpetuate armed conflict.

Elsie Mortimer Wellesley. We oppose use of any explicit GDP figures. It also is a bad measure of the amount of final value available to a nation and its citizens: a better statistic would be GNP in that case. Moreover, development aid is broadly ineffective by destroying incentives to transition to productive manufacturing processes and by exacerbating corruption.

OOC: Given that the game actually calculates an 'Aid' stat, and that this proposed resolution's coded effect on that value if it were to pass might not bring it to the "legally required" level for all member-nations, you potentially have a 'Game Mechanics' illegality -- according to precedent -- here.
