The World Assembly,
Acknowledging the a consensus belief that a need for better measures to address WA non-compliance is necessary,
Noting that there are some member-states who for varying reasons may not be able to readily undertake the costly and prolonged process of law reform at the same pace as resolutions are passed by this Assembly,
Recognising the need to improve the ease at which member-states can effectively draft and ratify laws in order to comply with resolutions of this Assembly, the World Assembly hereby enacts the following:
- The World Assembly Compliance Commission (WACC) shall be tasked with creating model laws that national governments of member-states can use as a reference when designing laws that ratify resolutions passed by this Assembly.
- These model laws shall be considered as best practice and as representative of a full implementation of the resolution at hand.
- Further, these model laws must offer clear and detailed provisions that allow member-states, if they wish, to immediately incorporate into domestic law in order to fully comply with enacted resolutions.
- Where appropriate, the WACC shall collaborate with other relevant international agencies to improve the quality, accuracy and effectiveness of these documents.
- Whilst model laws are not to circumvent or supercede existing processes member-states undertake in order to ensure domestic laws comply with resolutions by this assembly, the Independent Adjudicative Office (IAO) is empowered to use them as a comparison to what is best practice ratification of a particular resolution.
- Model laws are to be released and circulated by the WACC to member-states no later than when the voting stage for a particular resolution begins.
As always, any suggestions and pointers are appreciated, as well as the in-character responses of any member-states who have formed opinions on this topic. I do ask that players use quotation marks (As they normally do) when speaking through their characters just so we all know what is IC and OOC. I also wanted to ask a question:
Do we think giving WACC the power to do this is sufficient, or should there be some sort of sub-agency created that is purely dedicated to drafting these model laws.
