The World Assembly;

Believing that GAR #4 Restrictions of Child Labor is an outstanding piece of legislation that protects the rights of minors ;

Noting that Clause A allows nations to lower the age of consent to allow minors to work under cruel conditions due to creative compliance;

Wanting to reinforce the laws of the World Assembly by repealing and replacing this legislation to close the loophole provided;

Hereby repeals GAR #4 Restrictions of Child Labor.

The World Assembly;

Believing that young children ought not to be allowed to or forced to work by any means;

Noting that older children and teenagers can do certain tasks reliably without causing harm to themselves or others;

Believing that it is in the best interests of the world at large to regulate the child labor market;

Hereby:
    1. Defines minor as any sentient being aged from 0 to less than 18 years of age;
    2. Defines child as any sentient being aged from 0 to age 12;
    3. Defines teenager as any person aged from 13 to 18;
    4. Bans the employment of children in all jobs, excluding chores provided by their families;
    5. Mandates that minor teenagers cannot work in jobs that:
    -require abuse of any kind;
    -endanger the health of themselves or those around them in any way, shape, or form;
    -require them to work in armed conflict;
    -require that they participate in sexually explicit acts, specifically prostitution and pornography;
    -or require the use of heavy machinery and/or tools.

GA#299 exists... for now, at least.

RE replacement (and replacements typically go in a separate thread to their repeals), not all sapients in the WA are homo sapiens.

299 still allows for a loophole via its particular wording in clause 2i-- "defined by chronological age and/or psychological testing"-- allowing for minors that are psychologically mature to hold jobs based on the wording of both proposals, so long as nations focus on the "or" of "and/or." I think that it would be easier to replace 4 first and then deal with 299 later.

I am keeping the replacement here and will make a new thread for it assuming that this gains support.

You could do what Tinhampton did and pass the replacement first before you repeal GA4. That could gain your repeal more support if you write a good replacement that properly addresses ending child labor.
In solidarity with Ukraine, I will be censoring the letters Z and V from my signature. But anyway, specified age limits are bad and cannot be done while GAR#299 exists.

Also the repeal draft does not address the actual problems with the target. No reasonable nation will lower their age of majority to something stupid just to be able to shove children up chimneys. The actual problem is that the restrictions are far too wide as regards teenagers who should be able to go learn how to do some job and use all the tools and machinery etc.

OOC: Your draft contains a typo. It says that Resolution #4 is 'an oustanding piece of legislation'; you've missed out the word 'not'.
