[DRAFT #1d] Reduction of Automotive NOx Emissions

I'm really grateful for all feedback, and I'll certainly be looking forward to improving this draft, before submitting this as a General Assembly proposal — my first proposal. Thank you for reading this :-)

The General Assembly,

Concerned by the harm caused by NOx to the health of our fellow humans, and the wellbeing of animals in our ecosystems;

Aware that a large proportion of NOx is emitted by motor vehicles, including vehicles on our roads today, polluting our cities and countryside;

1. Mandates the following for all highway-capable road vehicles below 5,500 kg gross vehicle weight (“applicable cars”):

1.a. That new applicable cars sold emit less than 0.06 g/km of NOx at normal road conditions,

1.b. That all applicable cars currently in use emit less than 0.08 g/km of NOx at normal road conditions,

1.c. Establishes a six-month grace period, from the passage of this resolution, for applicable car owners to retrofit their applicable cars if it does not comply with the rules set forth in this resolution.

2. Further requires the following:

2.a. That emissions/roadworthiness inspectors and auto mechanics be mandated to report NOx emissions exceeding the limit, for the sake of our health and that of our ecosystems,

2.b. That automotive and environmental regulators ensure emissions tests are conducted in real-world road conditions.

Some quick (and basically OOC) comments:

Please replace "humans" with "people".

So all 'road-capable' motorcycles are "cars", now?

"normal road conditions" can vary WIDELY between nations depending on their combinations of environment. technological advancement, and expenditure on this subject. For that matter, even within any particular nation, there might be significant variations not only locally but also seasonally...

Shouldn't the grace period' clause allow the manufacturers a reasonable length of time in which to re-tool their factories (& carry out any re-design work necessary for the new models of vehicle) first, and then add the car-owners' grace period after that?

EDIT: also, this seems not to consider imported vehicles.

Ambassador Number 53 — a sapient 1967 Volkswagen Beetle, enters the debate hall and, after reading the proposal, jumps six inches in the air. Which is quite a feat for a car.

Wait wait wait what what what WHAT???? Look buddy. If you’re gonna regulate our emissions then how ‘bout I write up a proposal to regulate the amount of methane emitted from your farts? Okay okay I know this might be an issue somewhere but we got billions of people ehhhh cars I mean and some of them are pretty old and if they don’t want to undergo major invasive surgery at their age to replace their emission components then we can’t force them to. Okay so if you want to make this work instead of mandating the retrofitting of zillions of cars make the emission limit a standard for new cars comin’ out of the birthing chambers I mean ehhhh assembly lines. And make retrofitting a recommendation rather than a mandate. Make sense?
