We have both human and sentient non-human species. All of them react to Alcohol in different ways, and some barely react to excessive alcohol amounts. Drinking whole bottles of hard liquor with having their BAC barely hit 0.01%. So, are we still going to put these arbitrary limits on the amount of alcohol consumed by an individual, or are we going to just send this proposal through the shredder?"

OOC: the only reasonable international regulation would be something like codifying a ruling à la Van Gend en Loos v Netherlands (1963) and saying that in the trade of alcohol, the classification of the alcohol in the exporting state is the category under which it shall be imported in the importing state for tariff purposes.

Then how is the World Assembly the place to dictate, say, the legality of the death penalty? You can use that logic on anything that's been passed dictating what nations can and can't do.
