Emphasizing the importance of cargo and passenger transportation to businesses and economies around the world, especially those profiting from tourism, manufacturing and e-commerce;
Understanding the damage and loss of life caused by rail accidents, especially to the rural communities who depend on rail transportation as their only link to the outside world; hereby:
Mandates that all trains capable of operating above 30 mph be equipped with automatic train protection and automatic warning system, and that trains be fitted with the systems within one year of this resolution being put into force;
Requires that train drivers be trained on train operation, including evacuation protocols, bookkeeping, and communication, and that they also be trained on route information, including areas prone to signals-passed-at-danger; and:
Founds the World Rail Standards Committee to inspect rail operators and contractors, while delegating to local transportation authorities the duty of handing out penalties to rail operators.
