"While we do not anticipate any greater success with this effort than with those previous, there are a few points which might be particularly worth addressing."

Automatic and same-day voter registration: Members which require eligible persons to register before voting must allow them to so register on the day of an election; and when claiming a passport, driving license, or any form of free identification described in Article 2e from that member.


"Am I to read this as a proposal demanding that an internationally-recognized high-security ID such as a passport is expected to be issued with same day service? There is a reason these things take an extensive amount of time even under the best of circumstances. That a person should be able to walk up to a licensing bureau and, without having reserved an examination time, somehow demand and receive a driving test and driver's license in a single day? Even in a nation such as my own, with open borders and an abundant love for efficient bureaucracy, this is the height of absurdity. I am all for free identification and expanded poll access, but the level of overreach here is unrealistic and excessive."

Article 1: Expanding the Franchise

Definitions: In this resolution:
an "election" is an election for public office or a referendum (whether binding or non-binding) held in a member state, and
a "relevant crime," in relation to a person seeking to vote in an election, is any crime other than:
any war crime,
any crime against humanity (including torture, all forms of genocide, and all forms of slave ownership and human trafficking), or
a crime involving proven election fraud.


"For what reason is this linguistic chicanery involved, in which a "relevant crime" is defined as anything not listed, and then those "relevant crimes" are later declared to be irrelevant? Surely it would be best to simply call the listed crimes "disqualifying offenses" or something similar, and stick to those?

must allow all persons unable to vote at a polling station on the day of an election, including due to not living in the area that election is being organised for, to request and cast a postal vote for that election,
are encouraged to allow all eligible voters to request and cast such a postal vote, and


"Perhaps a term other than "postal" would be best used, as many a nation may exist that eschews governmental post services, and can provide equivalent services by other means. Postal voting might serve as an example of some permissible class, which can include other equivalent means beyond strict post."

Anderson: Article 2f was never supposed to impose a timeframe on when identification documents should be issued; a further clarification has been issued to that effect. References to "postal votes" in Article 2c are also now references to "remote votes" - which allow member states that have, for instance, demonstrated that their internet-based voting protocols are secure to use those instead of voting by mail. Thank you.
"Relevant crimes" is a term of convenience; certainly it is a more convenient form of convenience than our previous description of them as being non-"serious crimes" was. We are not inclined to make the kinds of changes you suggest at this time, partially because doing so would require us to remove about fifty or a hundred characters from our proposal to make it short enough. As a stopgap measure, we have decided to refer to them as "covered crimes" instead.

As not only my own nation's mission here but a number of others as well have already pointed out on various previous occasions, it is utter hypocrisy for the Assembly to tell existing democracies how to manage their voting processes while it still welcomes utterly non-democratic nations as members and so would even give those a say in this matter. Anderson: My second attempt to replace Resolution 549 contained a provision applicable to all states, regardless of democratic status. It was almost universally opposed for allegedly not applying to autocracies anyway, for what that's worth.

Back working on this now that I've gotten the PDSA repeal up again; will not submit until PDSA is in fact repealed. Extremely tempted to take a jackhammer to Articles 2e, 2f and maaaaaaaaaaaybe 2c(iv).

I'm not sure "third party" is the best choice of words in an election-related proposal.
