Automatic and same-day voter registration: Members which require eligible persons to register before voting must allow them to so register on the day of an election; and when claiming a passport, driving license, or any form of free identification described in Article 2e from that member.
"Am I to read this as a proposal demanding that an internationally-recognized high-security ID such as a passport is expected to be issued with same day service? There is a reason these things take an extensive amount of time even under the best of circumstances. That a person should be able to walk up to a licensing bureau and, without having reserved an examination time, somehow demand and receive a driving test and driver's license in a single day? Even in a nation such as my own, with open borders and an abundant love for efficient bureaucracy, this is the height of absurdity. I am all for free identification and expanded poll access, but the level of overreach here is unrealistic and excessive."
Article 1: Expanding the Franchise
Definitions: In this resolution:
an "election" is an election for public office or a referendum (whether binding or non-binding) held in a member state, and
a "relevant crime," in relation to a person seeking to vote in an election, is any crime other than:
any war crime,
any crime against humanity (including torture, all forms of genocide, and all forms of slave ownership and human trafficking), or
a crime involving proven election fraud.
"For what reason is this linguistic chicanery involved, in which a "relevant crime" is defined as anything not listed, and then those "relevant crimes" are later declared to be irrelevant? Surely it would be best to simply call the listed crimes "disqualifying offenses" or something similar, and stick to those?
must allow all persons unable to vote at a polling station on the day of an election, including due to not living in the area that election is being organised for, to request and cast a postal vote for that election,
are encouraged to allow all eligible voters to request and cast such a postal vote, and
"Perhaps a term other than "postal" would be best used, as many a nation may exist that eschews governmental post services, and can provide equivalent services by other means. Postal voting might serve as an example of some permissible class, which can include other equivalent means beyond strict post."
