Most August Nation-State Members of The World Assembly:
Acknowledging that education is a basic right of citizens in all nation-states
Acknowledging that educational institutions maintain a collection of various documents and records regarding a student’s academic and educational career(s) known as an educational record
Acknowledging that a student’s educational record represents the student’s own journey through education and that educational records may contain sensitive and private information pertinent to no individual other than the individual student
Recognizing that there is no existing legislation protecting the rights of students to the privacy and confidentiality of their educational record
Defining educational records as the culmination of all informations collected throughout a student’s academic career. These informations may include:
1. Transcripts: a record of a student’s attempted and completed coursework including final (and/or midterm) grades, grade point average (GPA), and any degrees earned
2. Test Scores: a record of a student’s scores on various standardized tests taken throughout their academic career
3. Student Accommodations: any educational accommodations specific to the student as approved by their educational institution. Examples of student accommodations include, but are not limited to, extended time to complete exams and other assignments, getting to complete work and exams in a separate location, and having a larger text size for certain exams and assignments
4. Behavioral Infractions: a record of any behavioral infractions a student received while enrolled at an educational institution including detentions, referrals internal/external suspensions, and expulsions
5. Personal Information: any personal information about a student such as relatives, addresses, and contact information
6. Financial Status and History: a record of any information relating to a student’s, or their family’s, financial matters. This can include, but is not limited to, scholarships, financial aid (including loans) received, eligibility for certain government or international programs, and eligibility for certain school/local programs such as free/reduced school meals
7. Medical History/Information: a record of any medical history or information relating to the student including, but not limited to, medication the student is permitted to take at school, known allergies, medical incidents that happened on the property of the educational institution, visits to the school nurse, and any other known mental or physical medical information which was provided to the educational institution
8. Attendance Records: a record of the student’s attendance in school classes including absences, and tardiness, and early dismissals
It Shall Henceforth and Hereunto Be Known That, Upon Passage, This Resolution:
Hereby Compels:
A) All educational institutions throughout the World Assembly and its various nation-state members to safeguard the privacy of students’ educational records to the best of their ability
B) All educational institutions throughout the World Assembly and its various nation-state members to classify and treat all parts of a student’s educational record as information confidential to the student
Hereby Prohibits:
A) All educational institutions throughout the World Assembly and its various nation-state members from sharing any details about a specific student’s educational record with any party or individual, other than the student themself, without the explicit written consent of the student
Clarifying that if a student is still considered a minor (under the age of 18 or other age of consent as determined by law) the parent/legal guardian of the student shall be permitted to access and view the educational records of the student without the student’s consent
Clarifying that certain individuals authorized and employed by educational institutions may need to temporarily access a student’s educational record in order to provide details requested by the student (or other parties with the written consent of the student) or to add new information and that these may only be done when the employee is on the grounds of the educational institution, on the clock, and accessing the student’s record on computers which are the property of the educational institution. These individuals are also prohibited from discussing or disclosing any information from a student’s educational record outside of the explicit circumstance of providing information requested by the student (or another party with proper consent) or inputting new information
