OOC: Fairly sure "cubic gallon" isn't a thing, just like "cubic litre" is not. Also, I think you mean "concentration" instead of "compound". I honestly noticed those two errors and stopped reading, because getting the very basics wrong means there's likely so many errors in the rest of it that it's not worth the time spent reading it.

So, rather than tackle the details of the proposal, what's your reason for it? Reducing environmental lead exposure? You'd be better off mandating reduction of environmental lead exposure than banning all lead everywhere. Properly encapsulated and isolated, even poisonous metals (like uranium) can be used safely for their specific purposes.

OOC: as a metallurgist who has worked in the lead industry I am amazed by the lack of knowledge exhibited by this draft.

So ban all lead products eh? Well goodbye lead acid batteries. Forget about your new roof Notre Dame. Nuclear, medical and acoustic shielding all gone. 20% of primary copper and pretty much all of primary zinc production out the window - they use lead anodes to electrowin those metals out of solution. And don’t forget lead is highly recyclable with barely any yield loss.
