“The issue I have, Ambassador, is that GAR 357 does more than impose sanctions to reduce fossil fuel consumption and emission limits, but as the resolution is aptly titled, it also promotes clean energy. Now unless this GAR 445 has similar sanctions to specifically promote the usage of clean energy, I’m afraid the people of Waldenes will have to oppose your repeal.”

This wording is a bit awkward... "The World Assembly, ... thinking not that the World Assembly has come ... but instead thinking that it has already come to fulfil it"? This clause could be cut out entirely, or replaced with something like "Concluding that the aims of this law have already been fulfilled , and that it is therefore unnecessary".
