The World Assembly,
Celebrating the intent of GAR#111 "Medical Research Ethics Act" to safeguard the rights of experimental subjects, yet,
Worried that certain elements of this resolution may unduly restrict medical research to the point of causing serious harm to public health, while allowing unethical practices in other regards,
Noting that GAR#111 requires Institutional Review Boards to "reject any research that they reasonably believe may cause preventable death, serious injury, or significant physical or psychological damage to a subject",
Concerned that this requirement effectively bans the use of controlled human infection trials, in which test subjects are exposed to the tested condition, even with fully consenting subjects, greatly increasing the time required to test vaccines against what may be urgent pandemics,
Shocked that GAR#111 allows Institutional Review Boards to "Cause participation that is not a result of an informed, impartial, and rational decision to provide consent" where "the subject’s legal rights were removed by due process of law", enabling non-consensual medical testing on prisoners,
Maintaining the need for regulation to protect the rights of medical research test subjects,
The World Assembly hereby repeals GAR #111 "Medical Research Ethics Act".
