I actually drew inspiration for this from [Real Life], and the penalties for violation are similar to those of the Act as well. What you're suggesting is that I remove the penalties and let the nations decide their own or something?

Look for the reasons WHY the penalties are what they are in RL, and use the REASON instead of the amount of years or money. The reason is more likely to apply to the majority of WA nations than any fixed number.

So what do you suggest I do?

OOC: Just lose that part of section two and have the three subsections as exceptions to section one. If you have a look at the passed resolutions, you'll see that mandating specific punishments is not the done thing. Usually, we just the ban the thing we want to ban and leave the technical details up to member states and their local justice systems. RNT suggests that you needn't worry about orcs saying they'll only fine people a farthing if they get caught breaking the law.

OOC: Moreover if a resolution bans X but the nation doesn't fine or imprison enough for X to be discouraged, it's most certain not following the mandates in good faith which would make them non-compliant anyway.
