Recognizing that the progression of technology has allowed for the preservation of a multiverse of music to be a task well within the means of all nations, and more importantly, this assembly,

Seeking to foster unity, corporation, and expression of identity by means well within this assembly’s capabilities,

Noting that music is a universal cultural aspect of all sentient beings and is one of the best representations of a nation’s culture,

Believing that nations have the right to preserve and protect a fundamental product of their culture in a longstanding institution designed to protect them,

The World Assembly hereby,

1. Defines “music” as any organization of sounds designed to produce a pleasing or expressive combination of tones,
   
   
2. Creates the World Assembly Music Preservation Library [WAMPL] to preserve and project any music submitted by its members, so long as the music:
   
   
   1. adheres to the submitting members’ copyright laws.
3. Ensures that the WAMPL will provide successfully submitted music through any communicative means available to the assembly to other member.

Recognizing that music is an integral part of a nation’s culture,

Believing that resolution #86 does not account for the evolving nature of music and the means in which it is provided to the public,

Understanding that physical museums are not the best place to host recordings, sheet music, lyrics, and musical instruments, as outlined by resolution #86, as they are not institutions dedicated to modern preservation or adaptation,

Noting that Resolution #86 does not allow for any means of musical preservation if museums are not a popular or profitable institution within a member nation,

Believing that a network of voluntary museums does not account for each nation’s copyright laws, potentially allowing for conflict,

Suggests that Resolution #86 allows for circumvention of a nation’s copyright laws through enthusiastic researchers or scientists of the Museums of Musical Heritage, or [MoMH],

Hereby Repeals GA #86 “Museums of Musical Heritage.”
