Even with a careful selection process, I had to cut out a few resolutions I thought did a great job. Honorable mentions go to:
- Maowi et al. for Prevention Of Forced Sterilisation, a resolution with a simple yet important set of mandates,
- Separatist Peoples for International Bankruptcy Protocol, which embraced legal jargon and delved bravely into the weeds of bankruptcy law (at least, for a text-based browser minigame),
- Honeydewistania for Reducing Disease Vectors, which tactfully approached the communication of diseases with all the professional quality that the author has been shown to excel in,
- and Imperium Anglorum for Repeal "Supporting and Valuing the Humanities" and its exhaustive evisceration of its target, bumping up against the character limit.

Thank you for the invite to do this, by the way, but I just haven't had two brain cells to put together on most days I've gotten to the computer, so decided to not partake this time to not skew your results.
As for round two, it's usually been WA nations only, hasn't it, and somewhere else on the site? To avoid any puppetry or something? Tired brain means vague memory. Sorry.
As a total aside, saw a couple of butterflies, a bumblebee, a white wagtail and a black-headed gull (both are migrating birds here), and some almost green lawn grass today, so yeay for spring advancing!

I reckon there's a great deal of room for the order of these top 10 to change, with the other options eliminated. Perhaps A2A is the predictable favorite for the overall winner, but pretty much everything else is liable to change.

Given we're using a ranked voting system (see OP) we can have a larger field than just a few candidates. We could just select the winner by a Borda count of the promoted resolutions. A second vote would probably be desirable because a lot of votes were (basically) wasted in the selecting resolutions which were not promoted.

It has, but even in the past, it was possible for people to rig a vote by recruiting other WA nations to vote in it. I discuss this briefly in the OP re the first round of voting and why I chose this specific manner of snout-counting. It could be possible just to hold the next vote in this thread, insofar as there is a unique identifying tag for the next series of votes.

GA481 loses points on my end because of its abysmal failure to spell "organisatons;" GA531 because of its insistence on using "Wacc" rather than "WACC;" GA493 and GA499 for the same very obvious reasons that led me to vote against them
