OOC: Welcome to the World Assembly! If you want to turn this into a law, you'll need to write it out as a series of mandates which member states must follow. As is, what you have is a brainstorm for a law, not a law that can actually be enforced. Take a look at some passed resolutions ("Extant Resolutions" link in my signature below) to get an idea of what your completed draft should look like. Then write it out, making sure that member states are actually capable of following all of the new rules you're laying out; then post it here, editing your OP to have the most up-to-date draft along with spoilered previous drafts.
One tip: if a certain protest is illegal, it's already banned by definition, so you don't need to ban it twice.
