Should I join WA ?.

It seems like the United Nations in real life, just telling everybody what to do.
What are the pros/cons of joining?

You can endorse other nations (vote them to become WA delegate of a region), and also lets you vote on WA resolutions, but resolutions, when they pass, affect your stats. If you have at least 2 endorsements you can also propose WA resolutions.

WA membership is also an essential aspect of raiding and defending (artificially controlling who becomes delegate of regions - if you're interested you can join a defender region like 10000 Islands or the South Pacific, or a raider region like the Black Hawks, the Land of Kings and Emperors and Osiris)

The only real "cons" are that resolutions slightly change stats, and it needs your email.

Would Lily also be considered a raider region?

They both raid and defend, so no (however they are very fast which is why you see their tags like everywhere, but they also do liberations)

Only real con of the WA is you have to follow WA laws and if you don't, there is a chance that you will get condemned, but that's unlikely.

pros of joining is that over time and if in a big enough region, two free badges (influence and wa endos)

you also get to vote on resolutions and sorta kinda influence what passes and what doesn't

sometimes the wa positively/negatively influences your stats though so be careful

i'd recommend joining to be honest

not how it works. you can perhaps ic ignore wa laws but i dont think you can really escape it...condemnations are from being infamous for many things, and they're sort of badges of honor

Pros: You can vote on resolutions, create resolutions, endorse nations, be endorsed by nations, possibly become a Regional WA Delegate and approve resolutions, and vote in WA-only polls created by regions.

Cons: All passed GA resolutions affect stats and there are some regions that banject people for being in the WA.

The first con can be pretty annoying since the WA has a lot of power to change stats, and pretty much all GA resolutions are focused on improving social/political freedoms, environmental protections, or other things. I did actually leave the WA on my first nation because my stats were changing without me having the issues to fix it. If you consider stats important, and are an authoritarian nation or have a classification you want to keep while also being close to other classifications in terms of stats, you shouldn't join the WA. Otherwise, you should consider joining it.
