What happens when GenSec doesn't vote?

So I just had a crazy idea. Not sure if this was supposed to be in technical, but I'm pretty sure it belongs here. So enough o' me, here's my question:
So what happens if a proposal gets enough approvals by WADs and reaches quorum, but for some reason GenSec is busy or isn't online or something. Does the proposal still reach quorum?

What do you mean? GenSec doesn't need to manually start the vote if that's what you are meaning.

unless GenSec has more votes for illegal than legal, the proposal advances to the floor. So, assuming an illegal proposal gets to quorum, but GenSec never votes, yes it would go to the floor whenever it would normally. It is possible to remove an illegal proposal from the floor, though.

If GenSec doesn't deem a proposal illegal or illegal, i.e. if it somehow manages to slip under the radar and achieve quorum without any member of GenSec deeming it legal or illegal, then it goes to the general vote regardless. Of course if it is illegal and it was just a case of a whoopsie on the part of GenSec for not spotting it, or if new info comes to light, then it can get pulled, as has happened several times recently.
