Understanding that nuclear reactions, when not handled properly, poses a serious harm to the civilian population and environment.
Lamenting the lack of proper safeguards to protect those near the atomic reaction from succumbing to its harmful effects.
Hereby:
1. Defines a nuclear reactor a device used to initiate and control a self-sustained nuclear chain reaction for the purpose of civilian power generations
2. Creates the Nuclear Power Safety Commission (NPSC) to research and provide necessary further regulation and safety protocol
a. Requires all member nations to abide by NPSC and all mandates set forth
b. Noting that if the power plant is unable to follow the instructions of the NPSC, it must cease operation until it has implemented necessary mandates by the NPSC or else be held responsible for any disasters that occur
3. Aware that some member nations do not have the resources to follow mandates and guidelines provided by the NPSC
a. Allows said nations to continue using the power plant unless there is evidence of the nuclear reactions harming civilians or the environment.
4. Further mandates that member nations conduct independent research to ensure to the best of their ability that the nuclear reactions will not pose a harm.

b) Requires nations to implement fail-safe measures to reduce the possibility of disaster to the minimum
4. Creates the Nuclear Power Safety Commission (NPSC) to research and enforce proper safety protocol
a. Requires all member nations to abide by NPSC and all mandates set forth
b. Noting that if the power plant is unable to follow the instructions of the NPSC, it must cease operation until it has implemented necessary mandates
c) Mandates member nations to allow NPSC inspectors into their facilities twice a year to ensure the safety of the facility.
