Recognizing a lack of legislation made to regulate the safety of dairy products in member nations,
Concerned for the safety of those who consume dairy products,
Hereby
1. Defines
- a. Dairy product as a food product that is made primarily by milk produced by mammals (e.g. cows, goats, sheep, etc.)
b. Pasteurize as the process by which milk and other dairy products are ridden of possible pathogens often through the use of heat
2. Subject to clause 5, mandates that dairy products use milk that is pasteurized.
3. Requires that dairy products be clearly labeled with an expiration date to prevent harmful mold or bacteria from growing in products such as cheese without the knowledge of consumers.
4. Encourages member nations to establish agencies and organizations that would further regulate and monitor dairy products.
5. Allows that dairy products may use unpasteurized milk if
- a. Member nations ensure that the dairy product is fully safe for consumption without pasteurization
b. Consumption of unpasteurized milk or dairy products that are made with unpasteurized milk is a part of religious practices
c. The milk used comes from an animal or farm that has been proven to not require pasteurization to be safe
6. Implores nations to subsidize and support dairy industries to prevent economic damage to the industry and its sales following regulation.
7. Recommends that nations provide the means to ensure the safety of dairy products, especially with the possibly expensive process of pasteurization.
