"or another arbitrary, reductive categorisation" is vague. For one, I'm unsure about banning "hatred", so much as banning encouraging actual harm, that could be risky in my mind. Additionally, removing freedom of assembly from anyone could martyr the cause anyway.
Otherwise if it stayed, I believe it should either be adopted to existing minority groups, or not count categories of people such as cops or businessmen doing acts alleged to be involved in corruption or the abuse of people's civil/political rights. I'd err on creating exceptions for what can be considered IF this part of the law was to go through, rather than specify them (such as saying any LGBTQ/BIPOC/etc because it could adapt slower than society does with beuracracy.)
Could you claim the police are a category? Or members of a political party? This could create a loophole that way.
