Concluding that the production of meat should be stopped wherever possible, the World Assembly mandates:

The production of meat in a member state must not exceed the amount necessary for the prevention of harmful effects related to a lack of meat consumption by sapient or sentinent beings present in that member state by more than 10%.

No sapient being in a member state may eat more meat than necessary for the prevention of harmful effects related to a lack of meat consumption.

Fishing and the consumption of fish shall be excluded from the effects of this resolution.

Hunting and the consumption of meat obtained from hunting shall be excluded from the effects of this resolution.

It is far better for competent local and national governments to address this issue with clearly defined legislation, rather than a sloppy, ill-defined international law. I think what you really want to accomplish is a ban on factory farming, which you might actually get more support for. You don't need to go to the extreme of banning/severely restricting all meat-eating and animal husbandry.

OOC: I concur. A proposed ban on factory farming would also, presumably, include some mention of the cruelty to animals generally associated with such practice. Were you (or another WA member) to submit that kind of proposal, I can see it being better taken than this one.
