I'm afraid you aren't in a position to determine legality. That's GenSec's business. Gray Harbor seems to think this is duplication, and Sep hasn't spoken on the matter. Every other member of GenSec simply hasn't posted so far.

OOC: I probably could’ve phrased that better. What I’m saying is that this resolution is good to go unless another, more knowledgeable nation feels that there is duplication (which there sadly seems to be)

(OOC: Having reviewed GA #023, I can’t see how this isn’t duplication of clause 4 of that resolution. This proposal enacts the same effect and little else.)

I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war.
