[DRAFT] Read Previous Resolutions Act

Postby Mundiferrum » Mon Jul 13, 2020 7:42 pm

Category: Furtherment of Democracy
Strength: Mild

The World Assembly,

CONVINCED that submitting proposals in the World Assembly is another privilege conferring a great responsibility;

REGRETTING that, too often, national governments submit proposals that are not repeals on issues that have already been legislated upon by the Assembly;

MANDATES:

(a) that the government of each member state establish a government office, or adapt an already existing government office, to which said government shall submit their ideas for proposals to the World Assembly before submission to the World Assembly;

(b) that said government office review said ideas, review resolutions already passed by the World Assembly, compare said ideas with all such resolutions, and identify whether said ideas may yet be legislated on by the World Assembly;

(c) that said government office submit their judgement to their government;

(d) that said government consider the government office's judgement seriously, then draft and submit their proposals only after the aforementioned process has been performed;

(e) and that said government office be staffed by at least one sapient, literate employee.

Basically an RtRA (WAR#122, quoted below) for proposals. The wording is deliberately close, to the point of potential plagiarism, to the RtRA, but I'll reword (or, the author's permission being granted, provide co-authorship) accordingly.

The World Assembly,

CONVINCED that voting on resolutions in the World Assembly is a privilege that also confers a great responsibility, as all resolutions are binding upon the entire World Assembly;

REGRETTING that some national governments base their votes solely on the title of the resolution at vote;

MANDATES that all governments in member states:

a) Establish a government office, whose task it shall be to read the entire text any resolution that comes up for debate, and to report it's findings back to the national government;

b) Ensure that this office shall be staffed by at least one sapient, literate employee;

AND FURTHER tasks these offices to make recommendations upon the endorsement of draft resolutions;

RECOMMENDS that national governments take the findings of their national offices seriously, and use critical reflection before endorsing a proposal or casting a vote;

No, we are not a nation of cat people. We're all humans (and a few annoying gnomes) here. The cat's just there because our king is such a genius, he saw that it would be a good military strategy to have a distractingly cute flag, to blind our enemies to (our) victory!
Technological level: FUTURE TECH. We also have MAGICAL TECH, and a lot of the people here still play with MEDIEVAL TECH and PRESENT TECH. We're cool that way.

Might want to do some rewording and maybe change up the order of clauses, it’s borderline plagiarism.

right now i'm just seeing whether the concept and the execution in terms of what the active clauses actually do is good, and whether folks would actually vote for a like proposal or not. i'm following the classic adage of "if it ain't broke, don't fix it", so gensec and author willing, with all the appropriate credits due, if concept and execution are good---

I think it’s an excellent addition to the World Assembly

OOC: How does this further democracy? It's an addition of yet another needless bureaucratic layer, that's all.

IC: "I think that inability or unwillingness to read, on ambassadors' part, is not something the WA should be addressing. And what does this have to do with the insanity of elections or voting?"

OOC: Multiple edits because I fail at typing today.

Ooc: I'd actually argue for moral decency. You restrict the ambassador's self determination for the betterment of the rest of us!

Much like RTRA, it's probably worth it to have such a law special for the humor of it.

OOC: Yeah, but that bit of resistance to the idea was in IC anyway. OOCly I think that since RTRA fails to work even in IC so badly, this should be relegated to the joke proposals thread, like RTRA should have been, if the joke proposals thread had existed at the time... :P

Doesn't mean I won't help with it, just that I think it's pointless.

Nothing about this increases political freedoms.

“Much as I would appreciate nations spending more time consulting passed resolutions before drafting on an already-covered piece of law, I don’t think we need a resolution for this purpose. There’s no reason to expand on the Read the Resolution Act. It’s a good execution, but the topic doesn’t require any legislation.”
Hello! I’m a GAer and NS Roleplayer from the United Kingdom.
My pronouns are he/him.
Any posts that I make as GenSec will be clearly marked as such and OOC. Conversely, my IC ambassador in the General Assembly is Ambassador Fortier. I’m always happy to discuss ideas about proposals, particularly if grammar or wording are in issue. I am also Executive Deputy Minister for the WA Ministry of TNP.
Kenmoria is an illiberal yet democratic nation pursuing the goals of communism in a semi-effective fashion. It has a very broad diplomatic presence despite being economically developing, mainly to seek help in recovering from the effect of a recent civil war. Read the factbook here for more information; perhaps, I will eventually finish it.
