The World Assembly,
CONVINCED that submitting proposals in the World Assembly is another privilege conferring a great responsibility;
REGRETTING that, too often, national governments submit proposals that are not repeals on issues that have already been legislated upon by the Assembly;
MANDATES:
(a) that the government of each member state establish a government office, or adapt an already existing government office, to which said government shall submit their ideas for proposals to the World Assembly before submission to the World Assembly;
(b) that said government office review said ideas, review resolutions already passed by the World Assembly, compare said ideas with all such resolutions, and identify whether said ideas may yet be legislated on by the World Assembly;
(c) that said government office submit their judgement to their government;
(d) that said government consider the government office's judgement seriously, then draft and submit their proposals only after the aforementioned process has been performed;
(e) and that said government office be staffed by at least one sapient, literate employee.
Basically an RtRA (WAR#122, quoted below) for proposals. The wording is deliberately close, to the point of potential plagiarism, to the RtRA, but I'll reword (or, the author's permission being granted, provide co-authorship) accordingly.
The World Assembly,
CONVINCED that voting on resolutions in the World Assembly is a privilege that also confers a great responsibility, as all resolutions are binding upon the entire World Assembly;
REGRETTING that some national governments base their votes solely on the title of the resolution at vote;
MANDATES that all governments in member states:
a) Establish a government office, whose task it shall be to read the entire text any resolution that comes up for debate, and to report it's findings back to the national government;
b) Ensure that this office shall be staffed by at least one sapient, literate employee;
AND FURTHER tasks these offices to make recommendations upon the endorsement of draft resolutions;
RECOMMENDS that national governments take the findings of their national offices seriously, and use critical reflection before endorsing a proposal or casting a vote;
