The Nations of the World Assembly,

RECOGNISING that Lesbian, Gay, Bisexual, and Transgender individuals can be criminalised in some nations simply for exercising their identity, and that this is unnacceptable and ought to not occur by decree of this august body if necessary;

ACKNOWLEGING that transgender individuals deserve the right to change their legal gender;

RESOLUTE in its objective of ending discrimination against persons based on their sexual orientation or gender identity in all spheres of life, including but not limited to marriage and adoption;


Hereby enacts the following:

1. Definitions. In this resolution,
   
   1. "Criminalise" means to impose penalties or arrest in law as consequence for an act, characteristic, trait or omission;
   2. "Discrimination" means to deny goods, services, or other equal treatment because of an act, characteristic, trait or omission;
   3. "Sexual Acts" includes any act of touching or penetrating another person's sexual organs;
   4. "Biological Sex" means the biologically masculine, feminine or other "non-binary" varieties of the human species;
   5. "Legal Gender" means the legal categorisation of an individual's Gender Identity;
   6. "Armed Forces" means any staffed body responsible for the defence of a member state;
   7. "Sexual Orientation" means homosexuality (sexual attraction towards persons of the same biological sex), heterosexuality (sexual attraction towards persons of another biological sex), bisexuality (sexual attraction towards persons of two or more biological sexes), or asexuality (a lack of sexual attraction).
   8. "Gender Identity" means an individual's personally identified gender, which may or may not correspond with their biological sex;
   9. "Marriage" means any legally recognised partnership;
   10. "Adoption" means the legal raising of a child with no biological relation to the parties in question.
2. Requires:
   1. Sexual Acts: Members are required to not criminalise or discriminate against persons based on sexual acts they have taken part in merely because of the biological sex, sexual orientation, or gender identity of the participants in such sexual acts;
      
   2. Gender Identity: Members must allow persons within their nation a mechanism to modify their legal gender, subject to reasonable restrictions;
      
   3. Armed Forces: Members may not prohibit, hinder, or prevent persons from joining their armed forces (if such armed forces exist) based on factors of sexual orientation or gender identity;
      
   4. Discrimination: Members must prohibit any kind of discrimination based on sexual orientation or gender identity;
      
   5. Marriage: Members must not deny persons the right to marry based on the biological sex, gender identity, or sexual orientation of the parties to the marriage;
      
   6. Adoption: Members must not deny persons the right to adopt based on the biological sex, gender identity, or sexual orientation of the parties to the adoption.
