A resolution to modify universal standards of healthcare.

Noting, with concern, the large number of sapient beings who cannot freely make decisions about their own body, and

Seeking to ensure that all people are both physically and mentally well in connection to their reproductive health...

The General Assembly hereby:
  1. defines "family planning services" as services that directly enhance the ability of individuals and sexual partners to make a free, informed choice as to how many children they wish to have and when they choose to have them,
  2. requires members to allow all of their residents to access family planning services easily, safely and at low or no cost, and
  3. strongly urges members to accurately educate all of their residents about family planning services and the right to sexual autonomy; the GA must not deliver or interfere with such education beyond checking its accuracy.

[R]eproductive rights embrace certain human rights that are already recognized in national laws, international human rights documents and other consensus documents. These rights rest on the recognition of the basic right of all couples and individuals to decide freely and responsibly the number, spacing and timing of their children and to have the information and means to do so, and the right to attain the highest standard of sexual and reproductive health. It also includes their right to make decisions concerning reproduction free of discrimination, coercion and violence, as expressed in [HRD]s.

OOC: For b), “at low or no cost” could potentially start loopholes where “low” is up to the nation’s standpoint. I’d recommend that change to “no cost”.

And also, I wonder if it might be too much to add in a clause that recommends family planning services to also provide free birth control?

Venkman: I wish to thank the Forilians for the support.

OOC 1: I have no idea what you (Foril) mean by "up to the nation's standpoint;" of course some nations have higher GDPs than others. I am, however, considering your wording change - subject to what other people think about it, of course.
OOC 2: I would imagine that birth control, contraception and such of the like are included as "family planning services" as per Article a.
OOC 3: Smith is the semi-nominal team leader. Other staffers in the WA Delegation normally present drafts as and when they feel like it, lol :P

"I'd urge you to reconsider the phrasing of clause b). As currently written, it doesn't necessarily mandate that member nations ensure that their residents have "family planning services" available "easily, safely and at low or no cost" - in fact, nations could make sure such family planning services are very difficult to find and on top of that ban access to family planning services if they are difficult to access, dangerous, or expensive. I purposefully took that potential interpretation to the extreme to highlight my point but you get what I'm saying, I hope.

"Also, if you're trying to mandate that member states supply the actual physical contraceptives, why not just ... say so? Unless this is not in fact your intention, clause a) is far too woolly to have much of a concrete impact on anything."

While my preference would be for the Festering Snakepit to keep itself firmly out of matters such as this, which are best kept at a national level. However in my long tenure in this wresgched hive of scum and villiany I find the leftists, fluffies and screwheads usually can't control their urges to interfere with a Nation's Soverignity much to the regret of my hobnailed liver.

This draft is far better and less intrusive than most of the leftist claptrap espoused by many in these halls. Therefore you have my nation's support, Ambassador.
