Here is my proposal:

The World Assembly,

Recognizing the fear of UFOs among people around the world;

Understanding the desire of people to know what is going on;

Aware of the need to protect the people of the member states of the World Assembly;

Appalled that there is no current ability to officially recognize UFO sightings;

Hereby mandates World Assembly members the following:

1. The establishment of the committee of Unidentified Objects to officially look through any reports of UFO sightings and to officially publish any reports that may be credible;

2. The requirement of all member states of the World Assembly to pass laws that allow easy reporting of UFO sightings to the government of the member state and to the committee of Unidentified Objects;

3. The requirement of all member states of the World Assembly to pass laws to mandate pilots to carry recording camera that is always active during flight to capture any images or videos UFOs.

OOC: Many NS nations are empires stretching over several star systems. To these nations, an UFO is no more astonishing that an aeroplane IRL cause they themselves use UFOs everyday and if they do happen to find an unidenfied spacecraft flying over their planet, they would probably treat it like an earth nation would treat an unidentified military jet flying over its territory without permission.
