Seems to me to confuse birth control broadly with condoms. A requirement that someone takes the pill, for example, would have no effect on whether STIs are transmitted from a rational basis perspective.

'Then Judah said to Onan, “Go in to your brother’s wife, and perform your duty as a brother-in-law to her, and raise up offspring for your brother.” Onan knew that the offspring would not be his; so when he went in to his brother’s wife, he wasted his seed on the ground in order not to give offspring to his brother. But what he did was displeasing in the sight of the Lord; so He took his life also.' (Genesis 38:8-10 NASB)
"This passage refers not to birth control in general, but rather to a specific act of birth control in which Judah defied God's commandment to impregnate his brother's wife. At the present moment, God does not command us to impregnate anyone, so we do not derelict our duties by failing to do so.
We add that sentiments like yours regarding birth control are the precise reason we have decided to issue this proposal."

I feel compelled to remind the Honourable Representative of the Federated States of Stellonia that the Lord very much does command us to do so. As shown in Genesis 1:28 (NASB), God does tell humans to procreate: "God blessed them; and God said to them, 'Be fruitful and multiply'". The Holy Empire of Pope Saint Peter the Apostle will follow the Scripture as explained by the Holy Roman Catholic Church since its founding. We add that sentiments like yours regarding birth control are the precise reason we have decided to issue this proposal."
Well, our Holy Empire does not require a moral teaching from another country (only the Lord is our Teacher), especially not a country that allows torture.

Which is why the Holy Empire seeks to prevent its passage. Of course, if passed, we will comply, although we will impose the necessary safety requirements, questionnaires, waiting periods, permit requirements for shops, and other methods to guarantee absolute safety. I am grateful that the Proposal allows us to do so; after all, birth control is not of "similar nature" as any other medicine we sell (its function is unique), meaning we can set whatever "legal and regulatory standards" we see fit. It's the same way that we guarantee absolute safety with regards to abortion; the fact that we have only two abortions each year is a very unfortunate consequence.
