[SUBMITTED] Disaster Preparedness in Schools

It appears my submitted proposal Disaster Preparedness in Schools isn't going to reach the quorum of 78 WA votes, as it is at 39 with only 14 hours left as of 7:30 Mountain Time. Am I allowed to re-submit if it fails to reach quorum, or can I not?

Just be thankful its only 78 needed. Back when I first started playing it wasn't unusual for the quorum to be anywhere between 140 to 200 approvals needed.
