How do I get 76+ WA delegates to approve my proposal

How do I ensure I get enough delegates to back my bill?

Make sure its good, get some supporters from larger regions, and invest in stamps to send out a campaign telegram to the delegates.

In RE "invest in stamps:" If you can't do that, API telegramming (or manual, for the sufficiently dedicated) also works.

Pretty much. There was a time, circa early 2012, where your proposal could just sit there in queue and maybe get approved by a quorum of delegates - although people have always been campaign telegramming - but that stopped being the case as soon as people started to work out how to send automated (and then mass) telegrams.

A handful still do so, but nowhere near 75ish. You do need to send out telegrams these days, for all intents and purposes.

Like many things in politics, it's at least partly a matter of marketing. A successful GA resolution requires two equally important components: a well-written and legal proposal (essentially the product you're trying to market to the WA participants), and the outreach campaign to make delegates aware of it and try to collect the votes needed to get it to pass (the marketing of your product.)

If you're serious about getting into the WA side of things, be aware that it has a very steep learning curve. It's highly recommended you start with the GA Rules Compendium (and related Q&A thread), and that aspiring new proposal authors first cut their teeth participating in drafting discussions of other players' proposals to get a better feel for what's expected of a quality proposal before they even begin attempting to write their own. Once you're ready to start drafting, it's absolutely recommended that you post a draft to the GA forum for more experienced players to review and provide feedback on; the process will help you fix any legality and formatting issues and just overall better fine-tune your proposal before you submit it. Some players can spend months just on drafting, but most will at least give it a couple of weeks before submitting. Jumping straight into submission without a forumside drafting period is almost guaranteed to result in a failed proposal even when done by experienced resolution authors.

As others have already noted, successfully getting a proposal to reach quorum requires active effort on the author's part, usually by means of a telegram campaign to delegates (and make sure said telegrams are properly marked as WA Campaign ones!) to pitch your proposal and why they should support it. The easiest way to do this is of course to buy stamps and write up a single mass-TG sent to all delegates. Alternatives include using an API script to automate the mass-telegram process without spending money, or going all in for the tedious effort of manually sending telegrams. (Though there is something to be said about manual TGs and being able to custom-tailor your message to your target audience.) Plenty of proposals get submitted regularly, and very few delegates are interested in routinely slogging through the muck in search of the gems; they want you to show them why your proposal is one of those gems.
