Whoops, it appears that this was missed for a while. There is a fixed number of positions on GenSec, which is currently at five, and a new member of GenSec is appointed whenever a previous member resigns or is removed, the latter usually for inactivity. Once that happens, there is a thread for nominations, an example of which can be found here, where players nominate other players that are thought to be good candidates for the role. GenSec then selects the person that is judged to be the most qualified candidate. Moderators perform a background check, but are not otherwise involved.
