It would depend on the context. All resolutions need to fall into one of the excepted categories and to have some sort of effect on member states. A proposal merely laying some definitions would not.

Combined, Reproductive Freedoms and On Abortion make abortion a medical procedure that can be perforned at any point of the pregnancy at will of the pregnant individual, and which the member nations must make legal, available and affordable/free for their inhabitants.
