I recently posted a proposal, "[DRAFT] Intrusion and Regulation of Privacy," but almost no one seems to be responding (or even taking notice) of it.
Why?

You gotta give it more than two hours. For the best chance of getting good feedback, the longer you leave it up, the better the end result will be. For a first-time author, expect to check back in occasionally over the course of days or weeks. Many of the most experienced forum regulars don't log in every day, so patience is not just a virtue but a necessity.

I gave a response. Then, looking back at it, I realised that it was entirely unhelpful. So, I edited in relevant information.

Is it redundant to repeal a resolution that has already been repealed or does it follow the rules to re-write a similar resolution that was previously repealed?

It is impossible to repeal repealed resolutions. You can, however, write replacements for repealed resolutions, given you avoid plagiarism.

There's not really anywhere more appropriate to post this, so I'll post here.

The General Assembly proposal list currently has 4 proposals locked in queue for voting, and it looks like that number will grow to 6 by the time the artifacts resolution passes.

Is there any precedent for the World Assembly being this busy? At this rate, we'll have months ahead with any hiatus from voting.
I want to improve.

I think it was about this level of busy when I started actually paying attention to the GA forum, sometime in late 2013. If not, it got that busy a little later on. The relative slump of the last ~1-2 years is not in line with prior history, I'm given to understand. I recall thinking of a three-page proposal queue (awaiting approvals, not at quorum) as low to average.

Don't necessarily recall four proposals at quorum all at once, though.

I'm fine with this. It's dramatic! Pile on the drama! It hasn't been this fun since Chester tried repeal NAPA!

Supposedly, during the old NSUN days, there were pages of submitted proposals (like, dozens). I also remember Mousebumples submitting and passing five resolutions in one month, but I don't know if she submitted them all at once. This is definitely rare nowadays, but definitely not unheard of.

EDIT: After some research, Mousebumples did not submit them all at once.

The rate of quorate proposals always ebbs and flows, but heavy backlogs like these were more common during the NSUN days. Sometimes it would take a month for a proposal to get to vote after it hit quorum. (Of course, back then voting was five days instead of four, but I digress.) Looks like that's going to be the case for some of the authors in queue now.

Question:

What are the customs and/or rules concerning referencing/mentioning/linking to a competing proposal, within the draft thread of another proposal?

So, for example:

Player A creates a draft proposal requiring that WA embassy break room toasters only be used on Tuesdays;

Player B has an alternative draft proposal requiring that WA embassy break room toasters only be used on months whose names end in the letter "y;"

Can Player B, in the course of contributing to the discussion in Player A's draft thread, specifically mention her own draft and/or link to her draft thread? Can she do so IC? Only OOC? Is it technically allowed, but considered bad form? etc.
