There's no "insert X and change Y" format for repeals. Especially for many of the older resolutions (NAPA, anyone?) that have withstood countless of repeal attempts, including ones by some of the best resolution writers in the history of the WA.

You cannot include any active clauses that encourage or urge nations (or players for that matter) to do something. That would be considered legislating in a repeal. A repeal can only repeal existing legislation, and nothing else.

Right, but assuming the bolded section really were tailored to the target resolution (for example, if I were to say that article 3 of Section 1 of resolution 2 unduly restricted the ability of nations to aid citizens of repressive dictatorships in the citizens' time of need), would it be okay to have a resolution which was majority about the time limit and had a "These are the reasons why you might actually want to get rid of this" section as well as mostly using the unchanging general TLR text.You cannot include any active clauses that encourage or urge nations (or players for that matter) to do something. Can I encourage people to make certain types of resolutions in a non-repeal resolution?
